The Tamil problem had arisen after the 1971 ethnic riots, which had swept the east coast of Sri Lanka. The LTTE, which had been at the forefront of the anti-government struggle, was not involved. Instead, in the late 1960s, it had expanded its support base among Sinhalese intellectuals and activists, many of whom, like the JVP, were most active in the cities. They had been thrown out of the Student Union in the 1970s, and now they began to accuse the government of complicity in the murder of prominent Sinhalese political activists, and the extension of military rule in the east. In the 1977 elections, they had allied with the SLFP, but although the SLFP had won the majority of parliamentary seats, the JVP had won the third most votes. The party was particularly successful in the north and east, where the majority of the population was Tamil. The background to the 1983 election was a fresh outbreak of violence in the north, which had been quelled only by an army-wide curfew in early 1983. The government of Dudley Senanayake had publicly announced that it intended to extend the curfew to all of the country, while arresting large numbers of suspected rebels. The Tamil population was highly suspicious of this move. In the run-up to the elections, the JVP made it clear that if Senanayake attempted to extend the curfew to the north, the JVP would respond by staging a series of violent attacks. In the event, the curfew was not imposed on the north, and the JVP went on to win almost half the parliamentary seats in the north and east. In the aftermath, the government seemed to vacillate, initially withholding the JVP's amnesty, and then proposing to release its members, although not those involved in more serious criminal acts. The JVP leaders were furious at the government's indecision, but they decided to take a more cautious approach in the election campaign. In early 1983, they made it clear that they would not enter the political arena unless they got assurances of a free and fair election.
