The developer, Forgotten Empires, lead by project lead Bob Atkinson, announced the new Age of Empires II release through Russian language social network, VK (VKontakte), on November 6, 2019. Bob said that he took inspiration from Lucius Vipsanius Agrippa, the Byzantine Emperor, who declared a model for his army to wear pantaloons in 39 A.D., and inspired the new expansion. Bob said after announcing the new releases, the game received positive reviews, which was a turning point of his career and life.
